Stat points

1) Some of the other threads on this are quite old. Currently how do stat points work and how much of everything do they increase?
2) I also want to know specifically if they improve skills that specify percentage damage or damage reduction or armor gained from an ability and by how much if they do.
3) How and to what extent do stats affect defensive, offensive and healing items?

Each stat point will increase health, shields, damage, and heals by 2% of both the hero and all summons. 5 stat points is the same as 1 level. Additionally, both stats and levels boost regeneration passives (but not zerg/protoss base regen).

Damage reduction and armor are constant. Non-consumable items scale with statups whenever applicable. Consumables that create structures do not.

There's some issues with rounding though. 1 statup at level 1 grants a 1.8% bonus but I believe it evens out later.

Is spell damage still 1%?

That's interesting, life and attack damage used to be 6% @20, didn't realize they nerfed 1/3

Do stats apply to base damage at level 0 or damage at current level?

Stats are multiplicative so both are the same.
